Many factors contribute to the inappropriate use of medicines, including not only a lack of information but also inaccurate and misleading promotional information. This review examines how the promotion of pharmaceuticals directly affects the prescribing and use of medicines. We define promotion broadly as all actions taken directly by pharmaceutical companies with the aim of enhancing product sales. We look in greater detail at promotion techniques aimed at prescribers, such as sales representatives, pharmaceutical advertisements in medical journals and use of (...) key opinion leaders, along with the quality of information provided and the effects thereof. We also discuss promotion to the public, through direct-to-consumer advertising, and its effects. Finally, we consider initiatives to regulate promotion that come from industry, government and nongovernmental organizations. (shrink)

How do we come to like the things that we do? Each one of us starts from a relatively similar state at birth, yet we end up with vastly different sets of aesthetic preferences. These preferences go on to define us both as individuals and as members of our cultures. Therefore, it is important to understand how aesthetic preferences form over our lifetimes. This poses a challenging problem: to understand this process, one must account for the many factors at play (...) in the formation of aesthetic values and how these factors influence each other over time. A general framework based on basic neuroscientific principles that can also account for this process is needed. Here, we present such a framework and illustrate it through a model that accounts for the trajectories of aesthetic values over time. Our framework is inspired by meta-analytic data of neuroimaging studies of aesthetic appraisal. This framework incorporates effects of sensory inputs, rewards, and motivational states. Crucially, each one of these effects is probabilistic. We model their interactions under a reinforcement-learning circuitry. Simulations of this model and mathematical analysis of the framework lead to three main findings. First, different people may develop distinct weighing of aesthetic variables because of individual variability in motivation. Second, individuals from different cultures and environments may develop different aesthetic values because of unique sensory inputs and social rewards. Third, because learning is stochastic stemming from probabilistic sensory inputs, motivations, and rewards, aesthetic values vary in time. These three theoretical findings account for different lines of empirical research. Through our study, we hope to provide a general and unifying framework for understanding the various aspects involved in the formation of aesthetic values over time. (shrink)

This paper presents a variable neighborhood descent algorithm for the service restoration problem (SRP) in electrical distribution systems. The restoration problem appears when a permanent fault occurs in the system. The fault must be localized and isolated from the rest of the system. As a consequence of the isolation, the downstream area is de-energized and requires restoration. The variable neighborhood descent algorithm features its ability to solve the SRP for radial distribution systems and introduces a strategy that helps to deal (...) with the system’s radiality. Tests are performed using a 53-node test system. The results show that the proposed algorithm can efficiently solve the SRP in a distribution system, and as a deterministic algorithm, the results can be used to help nondeterministic algorithms. La primera parte de este artículo expone la interpretación praxeológica del concepto noológico de “acto”. En la segunda, se muestra la crítica que Antonio González Fernández hace de esta. Su objeción consiste en que los actos no pueden ser considerados cosas reales, sino solo el surgir de estas. A partir de dicha observación a la noología, González Fernández no solo da surgimiento a su praxeología (también conocida como hiparqueología), sino que su sistema filosófico comienza a ser cuestionado por no explicar (...) qué son, en el mundo de los hechos, los actos, más allá de la suposición de que ellos están ahí a pesar de ser invisibles. En la tercera y última sección se presentan algunas hipótesis para procurar solucionar ciertas objeciones al concepto praxeológico de “acto”, tales como el anteriormente mencionado y las aparentes circularidades y posibles contradicciones que hay al interior del sistema praxeológico. This paper investigates, in a simple risk-sharing framework, the extent to which the incompleteness of contracts could be attributed to the complexity costs associated with the writing and the implementation of contracts. We show that, given any measure of complexity in a very general class, it is possible to find simple contracting problems such that, when complexity costs are explicitly taken into account, the contracting parties optimally choose an incomplete contract which coincides with the ‘default’ division of surplus. Optimal contracts (...) with complexity costs are constrained efficient in our model. We therefore interpret our results as saying that, in the absence of a strategic role for complexity costs, their effect is entirely determined by their size relative to the size of payoffs. RESUMEN Una de las tesis fundamentales de la ética aristotélica es que la virtud y, por tanto, la felicidad, dependen de nosotros mismos. Para explicar esto, Aristóteles desarrolla una teoría de la voluntariedad, en donde el concepto protagonista es el deproaíresis. Sin embargo, cuando el Estagirita intenta explicar la acción humana (aunque no menos el movimiento animal) a través del llamado "silogismo práctico" omite decirnos, de modo claro y distinto, qué rol juega allí la proaíresis, una oscuridad reprochable dada la (...) importancia capital del concepto. Entonces, el propósito del presente escrito es explicar cuál es el lugar de la proaíresis dentro del silogismo práctico. Por supuesto, en el alcanzamiento de este objetivo tendremos que responder a la pregunta de ¿qué es la proaíresis? Sin embargo, sobre la marcha nos daremos cuenta de que tal pregunta es inexacta, pues, más bien, debemos preguntarnos qué son lasproairéseis, ya que podemos identificar tres tipos de estas, las cuales analizaremos para responder a la pregunta por su lugar dentro del "silogismo práctico" ABSTRACT One of the fundamental theses inside the Aristotelian ethics is that virtue, and therefore happiness depends on ourselves. To explain this, Aristotle develops a theory of voluntariness, where the main concept is prohairesis. However, when Aristotle tries to explain human action (although animal movement too) through the so-called "practical syllogism", he fails to tell us clearly and distinctly, what role prohairesis plays there, reprehensible obscurity given the importance of such concept. Then, the purpose of this article is to explain what the place ofprohairesis within the practical syllogism is. In this process, we will find that the question "what is prohairesis?" is inaccurate and that we rather must ask ourselves "what areprohaireseis?", since we can identify three different types of it, which we are going to explain in the following. The Legal Knowledge Engineering is a new topic of investigationof Artificial Intelligence. This paper discusses some relevant problems relatedto this new area in a summarized way. Within the Normative Law Theory,one question that arises naturally is that of contradiction, like for example:articles conflicting with other articles inside the same code, codes conflictingwith codes, codes conflicting with jurisprudence, and in general, treatmentswith conflicting propositions in Normative Law Theory. It is considered a paraconsistent annotated deontic logic.Based on this logic, it is established a new proposal that is called Paraconsistent Legal Knowledge Engineering. Using a fair allocation approach, this paper identifies and examines important concerns arising from the Philippines’ COVID‐19 response while focusing on difficulties encountered by various sectors in gaining fair access to needed societal resources. The effectiveness of different response measures is anchored on addressing inequities that have permeated Philippine society for a long time. Since most measures that are in place as part of the COVID‐19 response are meant to be temporary, these are unable to resolve the inequities that have (...) led to the magnitude of morbidity and mortality associated with the pandemic. These cannot improve the country’s readiness to deal with pandemics and other emergencies in the future.Transition to a new normal recognizes the possibility that other infectious diseases could come and endanger our health security. Our pandemic experiences are proving that having an egalitarian society will serve the interests not only of disadvantaged sectors but also of everybody else, including the privileged. Response measures should thus take the opportunity to promote equity by giving importance to the concerns of the underprivileged and vulnerable while giving preference to initiatives that can be sustained beyond the period of the current pandemic. The Philippine government officially responded to the Declaration of Istanbul on Organ Trafficking and the related WHO Guidelines on organ transplantation by prohibiting all transplants to foreigners using Filipino organs. However, local tourists have escaped the regulatory radar, leaving a very wide gap in efforts against human trafficking and transplant tourism. Authorities need to deal with the situation seriously, at a minimum, by issuing clear procedures for verifying declarations of kinship or emotional bonds between donors and recipients. Foreigners who come (...) to the country for transplants with same-nationality donors constitute a problem that is replicated in many transplant centers around the world. Also, emotionally related living donors continue to pose challenges for ethics committees, especially because of the realities associated with the existence of extended families. Those who find themselves facing these issues need to be armed with clear protocols for going through the process of verifying documents and individual declarations assiduously. There is also a need for international referral mechanisms at least to ensure that governments are aware when their citizens travel for transplant so they can take steps they consider suitable to address the vulnerabilities of exploited persons. Purpose– The purpose of this paper is to introduce the term Slow Tech as a way of describing information and communication technology that is good, clean and fair. These are technologies that are human centred, environmentally sustainable and socially desirable.Design/methodology/approach– The paper's approach is based on a qualitative discourse that justifies the introduction of Slow Tech as a new design paradigm.Findings– The limits of the human body, and the need to take into account human wellbeing, the limits of the planet (...) and stakeholders' interests in decision making, all suggest the need for a new paradigm, Slow Tech, in the design of ICT and ICT systems. Three scenarios are described as case studies.Practical implications– In order to prepare the next generation of researchers and computer professionals, many different actions need to be taken. Universities and colleges need to redesign education programmes for computer scientists and engineers by introducing subjects related to the social and ethical implications of computing, and computer professionals' associations need to introduce a code of ethics or ethical analysis into their members' career development. As a result, future computer professionals who are familiar with the Slow Tech approach will be able to collaborate much more easily across the kind of cross disciplinary teams suited to design human centred, sustainable and desirable technologies.Social implications– Rather than simply focusing on the role of computer professionals, all members of society are called to play a new role in the design of future ICT scenarios. Starting a societal dialogue that involves computer professionals, users, researchers, designers, ICT industrialists, and policy makers is very much needed.Originality/value– The value of this paper is in its call for reflection followed by action. Based on an holistic approach to the design of new ICT systems, the paper advocates a new starting point for systems design: it should be based on a long-term view of the desirability and social importance of technologies, their environmental impact and sustainability, and the fairness and equity of the conditions of workers involved in the computing manufacturing processes. Pre-eminent among European political philosophers, Norberto Bobbio has throughout his career turned to the political theory of Thomas Hobbes. Gathered here for the first time are the most important of his essays which together provide both a valuable introduction to Hobbes's thought and a fresh understanding of Hobbes's place in the theory of modern politics. Tracing Hobbes's work through De Cive and Leviathan , Bobbio identifies the philosopher's relation to the tradition of natural law. That Hobbes must now be (...) understood in both this tradition as well as in the seemingly contradictory positivist tradition becomes clear for the first time in Bobbio's account. Bobbio also demonstrates that Hobbes cannot be easily labelled "liberal" or "totalitarian" in Bobbio's provocative analysis of Hobbes's justification of the state, Hobbes emerges as a true conservative. Though his primary concern is to reconstruct the inner logic of Hobbes's thought, Bobbio is also attentive to the philosopher's biography and weaves into his analysis details of Hobbes's life and world--his exile in France, his relation with the Mersenne circle, his disputes with Anglican bishops, and accusations of heresy leveled against him. The result is a revealing, thoroughly new portrait of the first theorist of the modern state. (shrink)

The problem of the relationship between “reason” and “law” has two different meanings depending on whether the first or the second of the two terms is considered to be the most important one. These two different meanings are revealed in the expressions “law of reason” and “legal reason,” respectively. In the first expression, “reason” is meant in its strong sense, that is, the faculty of grasping the essence of things, while in the second, “reason” is meant in a weak sense, (...) the ability to reason (calculate, infer, discuss). “Law of reason” and “legal reason” correspond to two different moments of the legal universe, the creation and, respectively, the application of law. Strong reason is that which discovers the rules to be obeyed, while weak reason is that which applies rules to an actual case. The first is legislating reason, while the second is judging reason. The main topic of the debate from the Greeks to Kant was that of legislating reason. Nowadays, instead, scholars in the field are interested in judging reason. Historicism and positivism mark the end of faith in the existence of rules which are objectively just, and which may be recognized by human reason. By now we have learned to do without the eternal truths in the knowledge of the world. However painful it may be, we are forced to resign ourselves to do without evident truths in ethics, as well. Edmundo Curvelo propõe-se fundamentar uma ética como ciência natural. Para conseguir este desiderato, demarca-a da filosofia, da moral e do âmbito de qualquer ciência normativa. Esclarece as possiveis relações entre a ética como ciência natural e a psicologia e a sociologia, criticando, de passagem, as suas interpretações evolucionistas e empirico-criticistas. Para se furtar aos problemas da falacia naturalista, toma como ponto de partida da ética os enunciados da linguagem vulgarmente admitida como moral. Deste ponto de vista, mostra como se constrói (...) uma lei ética e o carácter estatistico-probabilistico do seu grau de certezae analisa as noções éticas fundamentais-como o bem, o prazer, etc. - que considerava postulados e convenções instrumentais. No tempo presente deste artigo existem duas teses em confronto relativamente a esta questão. Uma aponta para uma origem entre os séculos XI e XII. A segunda tese defende que essa fundação teve lugar durante o século VII. Neste artigo pretendemos apresentar as fontes documentais em que se fundamentam, procedendo, igualmente, a uma análise crítica das referidas fontes. A theoretical framework for the reinforcement learning of aesthetic biases was recently proposed based on brain circuitries revealed by neuroimaging. A model grounded on that framework accounted for interesting features of human aesthetic biases. These features included individuality, cultural predispositions, stochastic dynamics of learning and aesthetic biases, and the peak-shift effect. However, despite the success in explaining these features, a potential weakness was the linearity of the value function used to predict reward. This linearity meant that the learning process employed (...) a value function that assumed a linear relationship between reward and sensory stimuli. Linearity is common in reinforcement learning in neuroscience. However, linearity can be problematic because neural mechanisms and the dependence of reward on sensory stimuli were typically nonlinear. Here, we analyze the learning performance with models including optimal nonlinear value functions. We also compare updating the free parameters of the value functions with the delta rule, which neuroscience models use frequently, vs. updating with a new Phi rule that considers the structure of the nonlinearities. Our computer simulations showed that optimal nonlinear value functions resulted in improvements of learning errors when the reward models were nonlinear. Similarly, the new Phi rule led to improvements in these errors. These improvements were accompanied by the straightening of the trajectories of the vector of free parameters in its phase space. This straightening meant that the process became more efficient in learning the prediction of reward. Surprisingly, however, this improved efficiency had a complex relationship with the rate of learning. Finally, the stochasticity arising from the probabilistic sampling of sensory stimuli, rewards, and motivations helped the learning process narrow the range of free parameters to nearly optimal outcomes. Therefore, we suggest that value functions and update rules optimized for social and ecological constraints are ideal for learning aesthetic biases. (shrink)

Increasingly frequent discussions in our country over the last few years on the question of morals have roused the old theme of the relation between morals and politics. Although it is an old theme, it is nevertheless a theme that remains new, which explains why no moral question, regardless of the field in which it has been raised, has ever found a definitive answer. While the issue of the relation between politics and morals is the best known, due to the (...) length of the debate, the authority of the authors who took part, the variety of the arguments put forth and the importance of the subject, it is not that different from the issue of the relation between morals and all other human activity; thus the fact that we can readily speak of the ethics of economic relations or, as often the case over the last few years, of market ethics, or sexual ethics, medical ethics, the ethics of sports and still others. In all these diverse spheres of human activity, the same problem always arises: the distinction between what is morally licit and what is morally illicit. (shrink)

I was a delicate child, and to my great embarrassment I was excused from gymnastics as a teenager owing to an illness whose identity is still mystery, at least to me. That is when I acquired my world-weariness, a permanent and invincible lethargy that was to get worse with the passing years. Tiredness as a natural state has for many years been a recurring theme, when I'm complaining about life in letters and conversation. My friends consider it a bad habit (...) of mine, almost an attempt to attract attention, and they don't take me seriously. “I'm increasingly falling apart”, I recently told an old friend. He replied with a slightly mocking air: “You've been telling me that for twenty years”. But the truth is - and it is difficult to explain this to anyone younger - that the descent into the void is long, much longer than I would have ever imagined, and slow, so slow as to appear almost imperceptible (although not to me). The descent is continuous and, what is worse, irreversible: you descend one step at a time, but having put your foot on the lower step, you know that you will never return to the higher one. I have no idea how many more downward steps are to follow. I can only be sure that their number is steadily decreasing. (shrink)

The text is part of the investigative concerns from the authors with regard to the dialogue between literature and science teaching. It starts from several theoretical approaches around the general didactics, university or superior didactics, science’s didactics and for last, literature’s didactics. This is largely due to our search which is focused in articulate the university didactics with science and literature’s didactics, meanwhile, we pretend to answer to the questions ¿How are the specific didactics of science and literature going to (...) contribute to the university didactics and how is the last one going to contribute to these specific didactics? ¿Is it the dialogue between science and literature possible? The paper has been made in middle education, in Educative Institution José Miguel de Restrepo y Puerta, from Copacabana and also in university education, in the academic unities of Dietetics and Nutrition School, Agricultural Sciences and Medicine, from the University of Antioquia. Finally, the partial results indicate: i) the necessity of general Didactics as a discipline focused on teaching and learning processes to ask itself for its internal problems and establish relations with specific didactics. Following the collapse of communism and the decline of Marxism, some commentators have claimed that we have reached the 'end of history' and that the distinction between Left and Right can be forgotten. In this book - which was a tremendous success in Italy - Norberto Bobbio challenges these views, arguing that the fundamental political distinction between Left and Right, which has shaped the two centuries since the French Revolution, has continuing relevance today. Bobbio explores the grounds of this (...) elusive distinction and argues that Left and Right are ultimately divided by different attitudes to equality. He carefully defines the nature of equality and inequality in relative rather than absolute terms. Left and Right is a timely and persuasively argued account of the basic parameters of political action and debate in the modern world - parameters which have remained constant despite the pace of social change.
